I live in the next suburb over from Betts. The Dayton Police department says the transgender rumor remains a rumor, there is no hard evidence that it’s true, and Megan Betts was at the bar with a male friend who survived. I see no reason to doubt their investigation at this point.
The Dayton Police are investigating facts, and are not getting their information by gleaning hearsay from other news wire services like the BBC admits to.
The facts being covered by the Dayton police are not coming from the FBI.
