Each of these individuals received his Yellow Envelope. The Yellow Envelope contains evidence of offenses for which he could be indicted -- but will not be indicted if he leaves elected political life forever.

If he ignores the Yellow Envelope, the next envelope will be the Manila Envelope, the envelope that contains the indictment.

This sounds exactly like the saga of former CIA agent, Charles Hayes (aka The Angel of Death) as recorded by Dr. J. Orlin Grabbe. The story was central to the NSA, Vince Foster, ProMIS software conspiracy. Those stories were shared and discussed on Free Republic through the mid to late 1990s. Grabbe supposedly had inside information about how Charles Hayes visited members of Congress and simply slid a manila folder across the desk, a folder containing evidence of bribery and other illegal activity. This led to an unprecedented number of congress members who decided to "spend more time with their family". Some of the names I remember were Sam Nunn and Patsie Schroeder.

Grabbe was a professor at The Wharton School of Business and a widely recognized expert on cryptology specifically in the area of international commerce. He wrote a widely used textbook on the subject and if he were still alive, would fit in with the current bitcoin/crypto-currency phenomena.
