Thanks for catching that oversight! I've used those tr erms so frequently and so long that I just assumed anyone reading that DOJ OIG report wouold be familiar with them.

BTW,

"ANFO" = Ammonium Nitrate + Fuel Oil (commonly Diesel fuel)

Ammonium Nitrate is "deliquescent" -- it will absorb sufficient atmospheric moisture to dissolve into a liquid. aqueous solution.

A primary function of the (~7%) aded Fuel Oil is to stop the AN from absorbing water...

Well thank you for completing the ANFO, what I read was not real clear on that one. 8>)

I figured others, like me, might not understand what those acronyms stood for, so I thought I would help them with my quick research. 8>).
