They have admitted it before with SARS.
Someone will be the fall guy.
Perhaps he has to do something because other countries now know after looking at the virus.

That is not true about SARS. It was suplisedly transmitted from horshoe bats.
I agree. There will be scapegoats. Maybe the Mayor of Wuhan, or the Governor of Hubei Province. Hope Emperor Eleven (XI Jinping) is one, but probably not.
