That's part of the story.

The other part is that nobody wants to go into town to shop or visit cultural establishments when they have to dodge human $#*+ when they get there.

I went to Baltimore for a conference somewhere around 2005 or so, and had a hotel within walking distance of the convention center.

They had all these cool walkways and catwalks you could take to go through buildings and such, never had to deal with a crosswalk down below.

That night, walking back, and it was around 5 PM, I noticed that all the bustling places in the buildings I walked through had the bars pulled down, locked up tighter than a gnat’s ass. And there was NOBODY around, which made me feel uneasy. That morning, everything had been bustling on the catwalks, but now...I was the only one.

I opened a door to exit on a walkway over a busy city street thronged with people, and there were three or four “youths” standing in the middle of the bridge blocking the way. When I opened the door, they all turned to look at me, and I just thought “Nope.” and went down into the street.

No, the first 2 Zodiac murders were in Vallejo, on Lake Herman Road and Blue Rock Springs. So most people suspect he was from around there, or at least lived there at the time.
