My question is how has Hong Kong been able to keep infections under a 100 for this legth of time?

Likely PRC isn’t providing enough tests or allowing the testing to happen.

Then again, HK went through SARS. So their idea of ‘lockdown’ and ‘quarantine’ is probably closer to the ideal than other places.
