If you put an IP address (like 209.157.64.200) into the address line of your browser it will go to that page directly, without needing to do a DNS lookup. You can practice it now, it always works.
I don't think that DNS is going down, but if FedGov wanted to "turn off the internet" turning off DNS servers would by one of the simplest ways to do it - albeit, people could use this workaround.
my consideration (and what “Q” has cautioned) is black hats taking out DNS servers via DDoS or worse ... that’s why they tested the emergency alert network before the storm. TBD + WWG1WGA :)
I recommend everyone print this list of Root Name Servers.
"A root name server is a name server for the root zone of the Domain Name System (DNS) of the Internet. It directly answers requests for records in the root zone and answers other requests by returning a list of the authoritative name servers for the appropriate top-level domain (TLD). The root name servers are a critical part of the Internet infrastructure because they are the first step in translating (resolving) human readable host names into IP addresses that are used in communication between Internet hosts."
You would have to take out ALL of these servers to take down the World Wide Web.

Thanks JB. To have the FR IP address at my fingertips I created a contact on my phone and just used the IP address as a website. It probably won’t link but at least it’s not lost.
