A silly question. Of course it is as always an “essential business” because the state is essential. It is always about money and control, not necessarily in that order but always one feeding the other. The state does not give a damn about you you as long as you pay obeisance with your money.

Here in California they have forbidden foreclosures and evictions but you will still be penalized if you’re late on your property taxes.
In other words the state reigns supreme. But if they have stopped evictions, does that apply to the state too? The answer is no. The state will make you homeless faster than any private entity.
They are in Mass. But our governor did not do a lock down. He pretty much said, you can get your Dunkeys and your scratchers...but then ya have to get home, ya wicked losah.
