At this point, I would make it mandatory to be a US citizen, without dual citizenship, to be able to apply for an NIH grant. It's way past time for this. We need more US citizens doing science, and they aren't going into the sciences because getting funded is such a nightmare.

Who wants to spend four years of college, another 3-5 years of graduate school to get a PhD, and then do a 2-4 year post-doc before getting a first independent researcher job - in which you have to pay your own salary from grants? Added to this is having to compete against non-citizens who are overrepresented on grant review committees and who preferentially fund the grants of people from their country of origin (often China).

Recognized or not, this is a national security issue. A big one.
