I have read about the laws and regulations governing the protection of classified information by government and contractor personnel. These laws and regulations state specific incarceration and financial penalties, and loss of employment as a result of negligent or intentional disclosure or failure to protect this kind of onformation.
Why isn’t Mr. Schiff and his cronies liable when they do this?

Why the unequal application of the law and regulation?
If multiple people get the classified document it is very hard to find out who leaked it unless the recipient testifies who gave it, there is some identifying info in the document (such as a serial number or slightly different copies given to each person) or you catch him in the act. Did Schiff give it? Did another representative? Did a member of any if their staffs? How can you tell?
