I want to investigate if a suspicious looking car/driver thats making me nervous is really as dangerous as they look. Nothing like stalking...I'm elderly and have reason to be leary of potential problems and this one smells funny.

All I can think of is hiring a private detective to do some digging. Afaik that is legal but I dont know what it might cost.

A private investigator could do it. I had a neighbor that was a PI many years ago. He would be hired to investigate a lot of things.

Former PI. You can’t do it. Only law enforcement can, which is why community policing is important: you’d have the phone number of the officer assigned to your area.
So contact the police and have a report filed, then ask for an officer to visit you.

Give them the plate number
tell them what they were doing
they keep records if the plate has been reported before for similar incidences, if they are frequent fliers with the PD, they will get a visit

See if you can get pictures of car, license plate and occupants. The is easier than writing it down. A date stamp on the picture would be good but I did not know how to set it but the Sheriff took the pictures anyway.

When you see that you need to contact law enforcement.

Talk to your local law enforcement. They have access to data the public does not have access to. The police would then be aware you saw something. They might patrol your area more often. For all you know, this person might be committing crimes and your report might give the police an important piece of the puzzle to figure out what is going on.
