What it seems to suggest is that Trump will get around 45% of the black vote in Michigan. If my ciphering is right, I think this will translate to about 7% of the total vote in Michigan.
In 2016 he got 6% of the black vote in Michigan, which is closer to 1% of the total vote there.
Black voters in Michigan are apparently 15% of the total voters in that state.
