There, you said the right phrase “if true”. The problem with Maduro is he has lied so many times, that it becomes difficult to believe anything he says.

Who outside Venezuela is going to prove the science?

Altho it’s easy to consider cynicism to be “extreme skepticism,” that is not a useful formulation because skepticism is uncertainty. Cynicism, OTOH, is (negative) certainty, and thus in a very real sense the two are opposites.
