Not sure of race of all parties but it seems more like a very bad, stupid prank rather than a random murder. He tried pushing two pedestrians first then a bicyclist. Very sad for those involved.

This particularly nasty game has been going on at least 40 years. In 1983 I was riding my bike south of Rochester NY and a passenger in a car hit me with a piece of 2x4 as they drove by.
