Do they use paper ballots or voting machines?
Seems like they would need to gather up all the voting machines in one place and tabulate all the votes manually and/or without connecting to an outside network that’s on the internet.

Depends on the county/jurisdiction. Where I am we use paper ballots which are inserted into a sealed machine. Filled in with a marker. Not a Sharpie, though.

I think a neighboring township uses machines of some sort.
