Curing and drying are two different things.
I was taught that concrete fully cures @ 100 years. Just saying.
I did concrete work for decades. Only bonding adhesives we ever used was water. Your best bet is a monolithic pour, layers are likely to fail. Especially if you are in a hard freeze zone.

Naw, the bodies deteriorate over time and you end up with voids filled with bones. When they crack and fall in people start talking. Much better to dump them late at night in very remote locations.

It’s important to chisel a bevel outwards at the bottom so the cement has a good foothold.
Sounds like you did everything correct up to running out of powder.
I think you need more than a couple weeks for curing.
You may need to wait till spring.

FWIW we just had 20 years of road mix delivered and smoothed with a skid-steer prior to the ground freezing and the snow sticking — no concrete outside at all...

Yeah - there should be some sort of “wrap” around the joining - after Katrina, we did some “upgrading” which included resizing a back porch and raising it 3” to match the living room slab - took off the sharp edges of the original slab and widened it so there was a footer portion of the new pour around the edges - using the proper mix to go over an existing slab is also important.
Thanks. You’re right on the 30 day cure. We’d let a foundation set maybe a week depending on heat and humidity then start the framing layout.
Sounds like the person has some big holes, nothing super large. Still as you and I suggested, it’s a driveway with a lot of weight so some reinforcement might be necessary.
