Pro-Biden effort offered Native Americans $25-$500 Visa gift cards, jewelry to vote

Key Native American leaders working with the Biden campaign offered tribal members and associates Visa gift cards, jewelry, and other “swag” to vote in the presidential election, according to several videos being used by the Trump campaign’s effort to challenge Nevada’s vote.
In one long video, officials from the Reno-Sparks Indian Colony are shown offering a raffle for gift cards in values of $25, $100, $250, and $500 to those who can prove they voted.

In addition to promising to give away lots of new merchandise "swag" to only those who prove they voted, they're also effectively paying people to vote (says the woman wearing a "Biden/Harris 2020" mask). She publicly offers that only those who prove they voted will be entered into their raffle that the pro-Biden supporters guarantee will pay out amounts ranging from "$25" up to "$500" for those enticed voters who win the raffle sponsored by the pro-Biden team.
So Democrat pro-Biden supporters are effectively bribing people to vote for Biden/Harris.

Unfortunately, it is not illegal to offer monetary inducements to encourage people to vote.
You can offer to motor them to the polling places in luxury limousines.
You can feed them steak dinners on the way to the polling places.
You can allow them to participate in raffles.
Not illegal.
It is only illegal to offer them money to vote a certain way.

But it is not vote-buying.
If I volunteer to drive my one (old and feeble) cousin (a staunch Republican) to the polling place - but refuse to assist my other (handicapped) cousin (a dyed-in-the-wool Democrat) to the polling place, I have effectively given the Republicans an extra vote, while simultaneously denying the Democrats a vote.
This is legal - and it is impossible to prove that I intended to influence the outcome of the election (I could argue that I wasn't able to ferry both to the polls, so flipped a coin - and the results "happened" to favor the right-leaning cousin).
