Portugal was, is and will be somewhat of an ethnostate until very recently united by a strong shared culture, religion, by Blood and Soil. More so are countries like Poland and Hungary. Poland wasn’t even a sovereign nation for 300 years, being broken up and ruled by the Austrian and the Russian Empires. But when their imperial bonds were loosened they reforged right back.
