My understanding is that a Governor cannot just arbitrarily put a municipality under emergency care.

I think you would have to research darnell early. I live in the city he used to manage. Early played a major role in this as well. I forget his designated title at the time but it had to do with a bankrupcy takeover of Flint, supposedly giving them special privledges.
Not claiming it was legal but thats the way it was presented at the time.
