I did not read every single word but I scanned the entire article searching for even a hint of the fact that Biden has a problem with losing his train of thought or making gaffes. Those reasons would have been in the sub headline and in the first paragraph if Biden were a Republican. Those reasons were nowhere to be found. Sickening Ministry of Truth media.
The movie “Dave” comes to mind and probably gave them the Idea.

Joe’s condition has deteriorated precipitously. My guess is without medication and a controlled environment he is scarcely coherent.
