Home Depots in philadelphia lock up the aerosol paints. A mile away, in the suburban counties, they don’t. They also charge 8% sales tax in Philly, but only 6% in the suburbs. They also harass you at the exit to check your receipt in Philly, not in the suburbs. Also, the philly stores are dirty, staffed with idiots, have unusable bathrooms, and so on.....

Have you ever taken a look at the shelves and area around aerosol paints? People open them up and spray them to get a sample of the actual color.
One place we lived wanted ID to purchase super glue, spray paints, etc..

Yep, it’s a sure-nuff mystery! In Chicago, retailers weren’t allowed to sell spray paint at all, not even from a locked case. Folks would drive over the border into Indiana to buy it. I believe that policy may have changed since then . . .
