It wasn't supposed to, it was about enriching the manufacturers, lobbyist and Politicians involved with the change. A buddy gave me one of these "safety" cans a couple years ago. Piece of trashy and that is where the safety nozzle portion went. I have not found a standard pour nozzle that fits the can, probably by design as well.
Have you tried Tractor Supply? They have the kits with a different nozzle and a vent, with a cap, to make pouring even easier.
