Yes, he should condemn it, promoting something that is blatantly racist is not good for anyone...

Reverse the situation, if it was an all white scholarship what would the reaction from Governor ?? I think we all know the answer....

If the goal is racial harmony, separating people by race is wrong regardless of the reason...
