It’s not taxpayer dollars, so the Utah Jazz can give the scholarships to whom they want.

Any organization that so chooses may set up a scholarship fund, and make it restricted to a certain set of demographics. The transgression on the part of the Utah governor came when he seemingly enthusiastically endorsed the clearly delimited scholarship plan, which definitely DOES exclude persons that do not fit the demographic.

Colleges and universities encourage these scholarship plans, particularly those that have very restrictive qualifications, as they may rarely or never be utilized by the targeted demographic, but meanwhile the board of regents has these assets on hand to use for collateral in their own expansion plans. The endowment funds that many of these more prestigious institutes is staggering, yet cannot be used because of these pre-existing conditions set up decades or sometimes centuries before.

That’s true, but usually things that exclude people based solely on skin color and not favored or supported by Government....

The point is, no one is claiming they can’t do it, but someone who is a governor of a state should not be supporting and endorsing it.
