Yes, the colors are not true. For example, the USMC flag is burgundy in this “portrait”, red in reality.
I am not a fan of such “color adjustments” in photography.

I think it is a painted portrait, not a photo. . .I think.
It often has to do with not getting a proper white balance for the ambient light. With something like this you have to set the white balance right off the surface. That is the only way you get true reproduction.
That...and I am willing to bet very few of us have “color balanced monitors. I used to have to rebalance the monitor with a digital doo-hickey at the start of each week.
