What if the “hacker” is actually an agent of the NSA testing code (which accidentally went live)?

How about a kid in their basement in Vladivostok?

What about a disgruntled ex-employee who didn’t “hack” at all but had an employee friend input the code directly into the machine?

There are just too many unknowns for Newt to mouth off on this stuff...

True - but consider that the pipeline is critical and the loss of gas could well have caused someone here to die. The disruption can be devastating - it wasn’t, but could be. If the penalty is in place hackers may well back off.
