I don’t know about this particular event. But in the past Biden’s handlers have said that they deliberately keep the number of attendees low because of Covid.

I live in the Phoenix metro area. Both Creeper Joe and Commie-La came to Phx before the election, before lock downs. They were at a museum near downtown. I will never forget the reporter-ette looking down the street, on camera, saying something like ‘um...nobody is here. Like, um literally NOBODY’. Zero people showed up to see the guy that got more votes than BathHouse Barry. Odd, huh?
