Best to pay up ( via registerec mail) then maybe file an amended 2019 return sent via registered and certified mail, with all attachments and maybe get a refund
Pay online. It’s easy and it’s fast. And the electronic records are easier for them to access.
Correction: we DO have tracking numbers. We just checked and they show the time of receipt of our letters by the IRS.
Interestingly, all three replies to their requests for the form have gone to three different addresses.
