For what it's worth, Congress has adopted transportation/highway bills with all kinds of pilot projects like this in the past. Very few of the pilots ever result in any actual implementation in the near future. A perfect case in point has been the ongoing effort by the trucking industry to increase size and weight limits on the U.S. highway system. That issue has been studied to death, and has gone nowhere.

The biggest hurdle to a "mileage tax" on any geographic scale is going to be the enormous cost of collecting the revenue. The fuel tax has a number of major flaws that are starting to become obvious over time, but one of the most attractive features of that tax is that the administrative costs associated with it are miniscule. From what I understand, the fuel taxes are only paid to the government by fewer than a dozen major fuel wholesalers in the entire country. For a "mileage tax," on the other hand, I've seen estimates that the cost of collecting the taxes would be something on the order of 20% of the revenue generated by the tax.

I suppose that is why we now see many trucks hauling three trailers?

Do you have a smart electric meter on your house? Most electric companies now require them, I avoid it but pay a 50 dollar monthly fee for that privilege. I am sure that will only last for a little while longer and they will just change it then they can tell exactly how many miles would be on your electric car, maybe any car after they actually have two way communications function installed in your electric source.

The way the guberment works the cost of collection will be 120% of the revenues which will mandate another tax to cover the shortage.
