Neither. It’s a spice. It’s the stigma and styles from a saffron crocus flower.
I guess it’s actually a(n) herb - the stigma of the crocus flower.
It contains a lot of antioxidants and other things that can be helpful, but probably not anything you couldn’t get from other, cheaper sources. (It costs so much simply because harvesting it is very painstaking; not because it’s rare.)
