No, but they are supposed to follow the chain of command, which ends with the President. Milley is a staff guy who is not in the chain of command.
Yes, but if individual military officers are being told to promise fealty to another officer, who evidently considers himself not subordinate to civilian authority, that is already a violation of the Constitution.
