I don’t know who is behind it, but I don’t think it’s (just) facebook or (just) the whistleblower. The activism behind this is to regulate and install censorship on social media. that’s the end game.
I suspect the reason for this new tac is because they are afraid that legal challenges to silicon valley censorship will succeed. They want this whole thing codified into law

Crimes are already codified into law. Prosecute people who use the platforms to commit crimes. Of course you are probably right this is a way to “amend section 230” to the favor of those with an agenda. Stop hate, stop dissent, stop debating ‘science’ etc. Social credits, biometric readings, tracking people’s movements etc. Nefarious government actors want and need facebook and related apps/devices and they don’t like that pesky 4th Amendment getting in the way.
