Will this effect purchases that are enroute from India?
It sounds like it’s a “love letter% people get from using IOPs. Used them before thru the years...but never got a LL.

I got mine, but know of a person who had the shipment taken by the US gov, but the government kept the money that was supposed to go to India for it. I suppose to make them provide something for free, to make them decide it is not worth it.
You may not know this, but customs publishes all airport and port of entry seizures of all products on-line.

This has been going on for a while now. I got the same letter a month or so ago after the package was held in customs for over a month. For good measure they destroyed the antibiotics that were part of the same order, So yeah don’t expect delivery of your package. My understanding is they need a warrant to open international mail which is why these overseas pharmacies use the mail instead of courier services like Fedex or UPS. That however is probably just one more act of lawlessness our government is conducting unless maybe they have trained dogs to sniff ivermectin.
