Pilgrim’s Progress is correct about why it required a nine digit zip code to utilize the email system. Now they know where you live if they aren’t able to identify you by email address or ip address.
If a person has an email address, that means that he has an established profile with some internet service provider. If they use a fictitious zip code to try to remain anonymous there is a good chance that they can be found out. Whether it constitutes some kind of fraud I don’t know - but we are talking about a government that cares so much for their royal subjects.
