Carlson wasn’t saying that Biden wanted to go to war with Russia, he was saying the political establishment standing behind him does... especially left-wing media. I doubt Tucker believes Biden is doing much independent thinking at all.
I actually believe there are more Repukes than Rats that want war with Russia.
