Yes WC is short for Water Closet in much of the English speaking world which is actually a flush toilet.
As to the Washington urinals I long ago proposed that they contract with a tribe or group of tribes to use the name Redskins.
The contracted tribe(s) would get a small check each year for use of the name and a small % of apparel and souvenir sales.
Let the NFL tell the tribes they are racist!
