VAERS is the Vaccine Adverse Event Reporting System put in place in 1990. It is a voluntary reporting system that has been estimated to account for only 1% (read more about underreporting in VAERS) of vaccine injuries. OpenVAERS is built from the HHS data available for download at vaers.hhs.gov.
The OpenVAERS Project allows browsing and searching of the reports without the need to compose an advanced search (more advanced searches can be done at medalerts.org or vaers.hhs.gov).

No - doctors are not over reporting Covid related adverse events. In fact, they and other medical staff are punished for doing so. Numerous people have developed alternative ways to deduce how many actual deaths have occurred due to the Covid 'vaccine' and all render results well above 25,000.The CDC created a separate phone app that only they can access to capture adverse events before they can be reported to VAERS rather than create a phone app that reports directly to VAERS, as would be expected when reporting national data. All persons receiving the Covid 'vaccine' were offered the phone app. This is only one of countless ways the CDC deflected data from reaching the public.
There are 12 separate databases that are supposed to collect reports of adverse reactions/deaths post Covid 'vax' and feed it to VAERS, however at least one of them is reported to have 45,000 unreported post Covid 'vaccine' deaths sitting in it, according to two whistleblowers represented by an attorney with the last name of Lenz.
I posted articles to FR which indicate some funeral homes have said that 'business' was flat in 2020 and 'took off' in 2021, insurance companies reporting the same trajectory for their 'business', pathologist Dr. Cole reporting endometrial cancer following the same trajectory, and others reporting strokes, heart attacks and other illnesses making the same sprint upwards.
Today, someone gave me a link to a UK Sun article saying that there are zero deaths linked to Pfizer and Moderna. Complicit pharmas and all others knowingly pushing the toxic 'vaccines' have zero to lose by lying to hide their crimes.
