Putin has killed little of the “bad” Ukrainian people you speak of an tens of thousands of those you categorize as “Ukrainian people are good”, and driven 5 million of them from their country.
Countrary to your beliefs, I think Putin is having exactly the results he sought - killing tens of thousands of good Ukrainian people, driving many of them from their homes and driving millions from their country. He does not want Ukrainians in “his” country.
Putin is the only one responsible for the war in Ukraine, no matter what you think of Ukraine’s leaders.

And for more than twenty years Putin has done absolutely nothing to corrupt, meddle in, imterfere with the people and politics of, and deny in word, when not in deed, the soverign borders of Ukraine, why he has been a unmeddling saint with Ukraine the whole time. I guess that is the fiction you’ve been reading.
