The Synod of the Russian Orthodox Church decided to return the position of the chief military priest, which disappeared in 1918.

Yes and no. I doubt the media plays it up as they are WANT mercenaries to keep heading to Ukraine.
As to PR, it’s hard to go down from where Putin is regarding by the media.
But I do think the net effect is positive for Russia, as potential mercenaries will have to think twice as to whether the money is worth the risk...since the risk just turned real.
