Operation Silent Night Seizures of Chinese Solvent Trap, and Filter “Silencers”

From some time in 2019 to the present, the Department of Homeland Security,  US Immigration and Customs Enforcement, Homeland Security Investigations, has been running an Operation Silent Night to intercept items coming from China that can be used to make suppressors/silencers. The operation has seized a lot of material, with relatively few arrests.  The items seized are routinely marketed as solvent traps, fuel filters, or pill containers. As most of them do not have holes so that a bullet can travel through them, it is difficult to prosecute people for importing a “silencer” or even “silencer parts” when similar items in the United States are legally marketed and sold.

Many of the items directly ordered from China are also available through U.S. companies such as Amazon or Wal-Mart.  Items sold within the United States, which do not cross an international border, are more difficult for the government to seize.

The fiscal year (budget year FY2019) for the federal government runs from October 1 to September 30. It is possible Operation Silent Night started in the calendar year 2019, and fiscal year 2020. The end of FY2019 would have been September 30, 2019. The number of “silencers” seized and arrested in FY2020, (October 1, 2019, to September 30, 2020) has been released by ICE. From ice.gov:

That is about 255 seizures for every arrest. Those are arrests, not convictions. This correspondent does not know how many products come through without being questioned. The percentage of items inspected varies quite a bit. It appears less than 25% are normally inspected. Conservatively, if 25 thousand items were seized, probably 100 thousand or more were sent.

Silencers/Suppressors/gun mufflers are easily made. Placing a $200 tax and heavy regulation on them was one of the worst public health decisions ever made by the federal government.

This correspondent has seen only two pictures of "silencers" identified as seized by ICE in this program. Both of them contain what might be considered mono-core baffles, which could be considered a dedicated silencer part, because the hole through the entire monocore would allow it to be inserted into a properly constructed tube, and used a part of a silencer, without modification.

Typical stupid move by a brain dead Government. Automatic sentence or sentence enhancement for being caught using silencers is the only effective tactic and will not eradicate their use.

There is no purpose to having silencers illegal.

They are almost never used in crime.

Their primary purpose is safety and hearing protection.

I own a tool and die business, depending on the style or course making an efficient silencer with a cheap benchtop lathe is as simple as having a 1/2”-28 tap and 3/4”-16 or 7/8”-18 die.

Thats for someone with absolutely no knowledge of machining and access to an oil filter.

Throw access to CNC in there and anything is possible.

FY 2020 plus FY 2021 equals approximately 68K silencers seized.

68,000 x $200 = $13,600,000.

Yes, they have raided custom engine shops due to filters they purchased from China.

It is ridiculous to spend time and taxpayer resources on this.

Supressors should be eliminated entirely from the NFA registry.

And their use should be mandatory (or reccomended) in all situations except for hunting and other specific situations.

They should be treated exactly the same as car mufflers.

Completely agree.

Hollywood makes a suppressor out to be a complete silencer anyways, only used by assassins or criminals. As anyone with even a modicum of experience with one can tell you silencing any semi-auto is basically impossible like they do in Hollywood.

Even closed chamber large caliber weapons firing subsonic rounds are nothing like the movies portray them to be.

My understanding is that the use of silencers is a threat to police. Perhaps I should have specified when used in a crime. Silencer use allows time for escape after a targeted killing. The illegitimate use of silencers may be a small % of the use of silencers but in some circumstances their use may be considered an offense/enhanced offense.
