It is according to several Missouri laws. Concealed carry licenses early until about 2008 we’re maintained by the department of revenue, they gave those records to the social security administration and maybe other agencies in the guise of finding prohibited person’s by virtue of SS rulings on financial incompetence....

MO changed how and who CCW licenses were issued and recorded. Now, your county sheriff issues and records the license, the state doesn’t know who holds a license. By law the records are closed unless a court order is in hand.

CCWs are no longer mandated in Missouri.
