Yes - shifting it to the parents. As I heard it (I live here) she’s trying to impose some responsibility on the parents of these kids. Long overdue, but at least she’s recognizing where the problems start.
But it won’t shift responsibility to the parents; these thugs are just going to hang out in another nearby county. I saw it growing up, like being a wet county next to a dry one. Thanks but no thanks.
