Actually, they didn’t. The former head of NARA, David Ferrierro, was quoted in an article in 2018 as saying NARA had repeatedly requested that Obama send him the documents in his possession from his presidency. He was complaining that his multiple letters were being ignored, which may have finally prompted the Obama Foundation to send a letter in August 2018 outlining their previous agreement.
