It's "the" ACLU, therefore ACLU is grammatically singular in number and hence takes a verb in the singular: "ACLU Sues," not "ACLU Sue."

Those are constitutional rights, not civil rights. Civil rights are government-granted privileges. Constitutional rights are supposed to be restraints on government so it does not violate the inherent, natural, God-given rights that you already have.
