How does this methodology deal with absentee ballots where you have to sign the mailing envelope under a removable flap and this signiture is checked against voter rolls with signatures on record for years? These have to be verified before the ballot envelope is removed from the mail-in envelope, and then the ballot envelope moved to the next step.
