Of the prior tribe is extinct, why does a competing tribe now get to claim any involvement?

Havasupai's aren't extinct, they've been there around 800 years and are still in the Grand Canyon. In fact they have a near million acre reservation surrounded by the Park.

And then there's the skywalk

on the related Hualapai Reservation. A quick search reveals many uses of the word Indian on the states tourist sites, Indian Country, Indian Tribal Lands, Arizona American Indian Tourism Association. Lot's of cleansing to do.
