No one from Africa says they are African. They are from a specific country in Africa, or their heritage is from a specific tribe in Africa. It's not an insult to someone from Africa to ask them where in Africa they are from.

She is being cagey because she is a liar.

I spent time in France. What part? Normandy or Paris or Provence. It's a conversation not an insult unless you are embarrassed about where you are from or where you aren't actually from.
