FYI, “hate crimes” are actually unconstitutional because they are “thought crimes” which makes them protected under the 1st Amendment. However, given the power of his office, the mere utterance of denegrating words towards millions of people could very easily be considered encitment to violence. “White boy”, “Stupid” are both very dehumaising at the very least.

If a White person of some influence made such comments about blacks you can bet there be an “investigation” and hate crime charges by the DOJ with widespread condemnation in the media.

Not by a court of law it couldn’t. There are standards for that and this doesn’t meet them by a long shot.
