Not really. There is a low federal base minimum wage ($2.13/hr) for tipped workers. More importantly, the employer must make up any difference to reach the standard federal minimum wage ($7.25/hr) or the state/local minimum wage, whichever is greater, after tips are accounted for.

Actually, servers are exempt from minimum wage laws in most jurisdictions. Not really. There is a thing called the Tip Make Up. If a server is being paid less than the federal or state hourly minimum wage, whichever is higher, the employer can count the amount of tips received during the shift, divided by the hours worked to determine if the server earned at least the minimum. If not enough in tips, then the employer has to true up to the minimum wage.
