I guess that would be one type of segregation. And segregate the inmates. In some cases one bad apple DOES spoil the whole bunch. Many inmates could have respectable futures if among their own “kind”. But put them in with the ferals and the results go only one way.

Serious prison terms would probably do the trick. 30 years, parole hearing at 20. Lynching could be regarded as a rational response to the realization that there isn't enough money to pay for enough prison space for all the people who cannot be tolerated in society.
